Job Title: Scientific Officer (Medical) (Public Health) 
Salary: Master Pay Scale Point 27 (HK$61,865 per month) to Master Pay Scale Point 44 (HK$119,650 per month) 
Entry Requirements: Candidates should –
(a) (i) have a Master Degree in Public Health or Epidemiology and Biostatistics or Environmental Health or a related discipline from a Hong Kong university, or equivalent; or

(ii) have a postgraduate diploma in Public Health or Epidemiology and Biostatistics or Environmental Health or a related discipline from a Hong Kong university, or equivalent, with 2 years’ relevant post-qualification experience (Note (1));

(b) meet the language proficiency requirements of “Level 1” results in the two language papers (Use of Chinese (UC) and Use of English (UE)) in the Common Recruitment Examination (CRE), or equivalent (Note (2)); and

(c) a pass result in the Basic Law and National Security Law Test (BLNST) (Note (3)).

Note: (1) Relevant post-qualification experience refers to full-time post-qualification working experience in the fields related to Public Health or Epidemiology and Biostatistics or Environmental Health or related discipline. Candidates should provide curriculum vitae (C.V.) containing detailed description of the job responsibilities of the relevant post-qualification working experience.

(2) (a) The results of the Use of Chinese (UC) and Use of English (UE) papers in the Common Recruitment Examination (CRE) are classified as Level 2, Level 1 or Fail, with Level 2 being the highest.

(b) For civil service appointment purpose, Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE. Level 4 in Chinese Language of the HKDSEE; or Grade D in Chinese Language and Culture or Chinese Language and Literature of the HKALE, are accepted as equivalent to Level 1 in the UC paper of the CRE.

(c) Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE. Level 4 in English Language of the HKDSEE; or Grade D in Use of English of the HKALE; or Grade D in English Language of the GCE A Level, are accepted as equivalent to Level 1 in the UE paper of the CRE.

(d) Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test results are accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.

(3) All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the BLNST is an entry requirement for all civil service jobs. Only those candidates who have passed the BLNST will be considered for appointment. For candidates who have not taken the relevant BLNST or have not attained a pass result in the relevant BLNST at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant BLNST during the recruitment process. 
Duties: A Scientific Officer (Medical) (Public Health) is mainly deployed on –

(a) setting up, operating, maintaining and evaluating health information and surveillance systems on public health subjects;

(b) coordinating and handling the collection, compilation, collation, analysis and statistical computation of health data;

(c) planning, designing and carrying out research projects related to public health subjects, including the preparation of research projects and evaluating the local and overseas legislative regimes relating to public health policies;

(d) providing professional input in health risk assessment on environmental hazards, searching, aggregating and distilling scientific evidence;

(e) providing professional statistical and/or other research support to epidemiology/ public health/ environmental health studies/ public health education projects and production of related promotional materials or related matters;

(f) appraising research proposals critically, providing professional inputs in reviewing the latest scientific evidence, the feasibility and applicability of various proposals, and the recommendations on planning, implementation, progress monitoring, and evaluation of public health policies;

(g) supporting public health investigation, control and prevention;

(h) vetting applications, planning and conducting inspections, and assisting in preparing regulatory documents;

(i) participating in enforcement operations and related follow-up tasks;

(j) assisting in handling enquiries and liaison work related to communicable and non-communicable diseases, environmental health, health information or research and related matters; and

(k) performing any other duties as assigned.

[Note: May be required to work irregular hours and perform outdoor duties.] 
Terms of Appointment: A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he / she may be considered for appointment on the prevailing permanent terms. 
General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
(h) It is Government policy to place people with a disability in appropriate jobs wherever possible. (i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. How to apply: The application period for the post of Scientific Officer (Medical) (Public Health) is from 24 April 2026 (Friday) to 7 May 2026 (Thursday).

If candidates fail to provide the supporting documents as required, their applications will not be considered.
