Entry Requirements:
The 2024-25 recruitment for Speech Therapist will be open to persons holding a relevant bachelor's degree, final year undergraduate students (i.e. graduating in the 2024-25 academic year), and penultimate year undergraduate students graduating in the 2025-26 academic year.
Candidates should –
(a) have a Bachelor's degree in Speech and Hearing Sciences from a university in Hong Kong, or equivalent [See Note (1) and Note (5)];
(b) have met the language proficiency requirements of 'Level 2' results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent [See Note (2)];
(c) have a pass result in the Basic Law and National Security Law Test (BLNST) [See Note (3)]; and
(d) be able to speak fluent Cantonese and English.
Potential applicants may also apply if they do not meet the entry requirement set out in (a) above but are expected to obtain the relevant qualification(s) to meet the aforementioned entry requirement no later than the summer of 2025, or no later than the summer of 2026 (for applicants graduating in the 2025-26 academic year). However, the offer of appointment will only be considered subject to, among others, the candidate's attainment of requisite academic qualification (i.e. a Bachelor's degree in Speech and Hearing Sciences from a university in Hong Kong, or equivalent [See Note (1)]) within the 2024-25 or 2025-26 academic years respectively.
Applicants are required to clearly state the expected date of obtaining the said qualification(s) in the application form, and to provide documentary evidence such as letters, certificates and transcripts to prove that they have obtained the requisite qualification(s) and met the entry requirements in the aforementioned period by the deadline to be determined by this Bureau. Applicants who fail to provide the necessary information as required will not be considered further.
Note:
(1) Bachelor's degree in Speech and Hearing Sciences is also known as bachelor's degree in Speech-Language Pathology.
(2) The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as 'Level 2', 'Level 1' or 'Fail', with 'Level 2' being the highest.
'Level 5' or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade 'C' or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) are accepted as equivalent to 'Level 2' in the UC paper of the CRE. 'Level 5' or above in English Language of the HKDSEE; or Grade 'C' or above in Use of English of the HKALE; or Grade 'C' or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to 'Level 2' in the UE paper of the CRE.
Candidate with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result is accepted as equivalent to 'Level 2' in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.
(3) All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the BLNST is an entry requirement for all civil service jobs. Only those candidates who have passed the BLNST will be considered for appointment.
For candidates who have not taken the relevant BLNST or have not attained a pass result in the relevant BLNST at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant BLNST during the recruitment process.
Starting from 28 July 2023, job applicants could apply for the BLNST conducted by the Civil Service Bureau, the Education Bureau or various recruiting departments/grades. Regardless of whether the BLNST is conducted before or after the implementation of the mutual acceptance arrangement, the pass result of which is mutually acceptable for applying all civil service jobs and teaching posts.
(4) The information on the maximum pay point is for reference only and it may be subject to changes.
(5) For general awareness, a locally-accredited Hong Kong bachelor's degree is at Level 5 under the Hong Kong Qualifications Framework (HKQF). While there are other qualifications under HKQF Level 5, for the purpose of this recruitment exercise, only bachelor's degree in the relevant subjects is acceptable. Duties:
Speech Therapists are mainly deployed to government schools for provision of school-based speech therapy services including-
(a) professional assessment and remedial services to students with speech and language impairment (SLI);
(b) identification of educational needs of students with SLI; and
(c) consultation and support programmes for parents, teachers and schools.
Terms of Appointment:
A new recruit will be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.
General Notes:
(a) If a new recruit progresses onto new permanent terms upon satisfactory completion of the probationary/agreement period, he/she will be eligible to join the Civil Service Provident Fund (CSPF) Scheme. The Government's contributions under the CSPF Scheme, including mandatory and voluntary contributions, follow a progressive contribution rates schedule ranging from 5% to 25% of the basic salary of an eligible officer at his/her substantive rank, depending on his/her completed years of continuous service on civil service terms. In general, the above-mentioned Government's contribution rate is 15% at the time when an eligible officer who has completed three years of continuous service progresses onto new permanent terms and joins the CSPF Scheme. (b) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Where a large number of candidates meet the specified entry requirements, the Education Bureau may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
(h) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to further shortlisting. Candidates who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other candidates whose suitability for appointment is considered comparable to that of the former. (i) Personal data collected will be used for recruitment and other employment-related purpose. It may be provided to government departments and other organisations or agencies authorised to process the information for purposes relating to recruitment by and employment with the Government as may be necessary. Personal data of unsuccessful candidates will be destroyed after the recruitment exercise when no longer required. On-line applications can be made through the Civil Service Bureau's website (http://www.csb.gov.hk) or the Education Bureau's website (http://www.edb.gov.hk) > "About EDB" > "Bureau's Information" > "EDB Recruitment") on or before 28 January 2025. Candidates who apply on-line should upload the softcopies of their diplomas/certificates and transcripts when completing the online applications not later than the closing date for application, or submit copies of their diplomas/certificates and transcripts by post or by hand on or before 7 February 2025 to the Appointments and Personnel Section of the Education Bureau at Room 1636, 16/F, Wu Chung House, 213 Queen's Road East, Wanchai, Hong Kong. Please mark "Application for the post of Speech Therapist" and the applicant's on-line application number on the envelope. The applicant's on-line application number should also be quoted on the copies of all supporting documents. Please do not send in any originals of supporting documents.
(b) Application by post or in person
The Application Form for Civil Service Posts in the Education Bureau [EDB (1/2025)] can be obtained from any Home Affairs Enquiry Centres of District Offices under Home Affairs Department, and Kowloon Tong Education Services Centre and Regional Education Offices of the Education Bureau. The application form can also be downloaded from the Education Bureau's website (http://www.edb.gov.hk) > "About EDB" > "Bureau's Information" > "EDB Recruitment").
Completed application forms, together with copies of diplomas/certificates and transcripts in support of the academic qualifications attained, should reach the Appointments and Personnel Section of the Education Bureau at Room 1636, 16/F, Wu Chung House, 213 Queen's Road East, Wanchai, Hong Kong on or before 28 January 2025. Please do not send in any originals of supporting documents. For applications by post, the date of the postmark should not be after 28 January 2025. Any late application with postmark after 28 January 2025 will not be accepted. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Bureau and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage. Candidates should state "Application for the post of Speech Therapist" on the envelope.
(c) Candidates holding qualifications obtained from academic institutions outside Hong Kong should attach to their application copies of diplomas/certificates, transcripts of studies and official documents issued by the relevant academic institutions stating the mode of delivery (e.g. full-time/part-time, on campus/distance learning, etc.) of the study programmes. To facilitate the assessment of the qualifications, candidates should provide the supporting documents for all other relevant qualifications obtained as far as possible. Candidates holding local qualifications should attach copies of the documents stating the major and minor subjects studied in their degree courses and/or relevant subject training. Candidates should also state the nature and relevancy of the experience.
(d) Applications which are not made in the prescribed form [EDB (1/2025)], submitted by fax or e-mail, late or incomplete (including without sufficient supporting documents), will NOT be considered.
(e) Candidates who are selected for interview will receive an invitation by post/email by around March 2025. Please ensure the mailing/email address is properly provided. As it takes time to verify candidates' qualifications, an invitation to the interview does not imply that their qualifications meet the respective entry requirements of the post(s) applied for.
