Entry Requirements: Candidates should have/ be -
(1)(a)(i) a degree in design or relevant subjects from a Hong Kong university; or (ii) an accredited associate degree/ higher diploma in design or relevant subjects from a Hong Kong tertiary institution; or (iii) a diploma in design or relevant subjects from a registered post-secondary college issued after the date of its registration; or equivalent;

and met the language proficiency requirements of “Level 2” (see Note 3) or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (“HKDSEE”) or the Hong Kong Certificate of Education Examination (“HKCEE”), or equivalent; and be able to communicate effectively in Chinese and English; OR

(b)(i) “Level 3” or equivalent (see Note 1) or above in five subjects in the HKDSEE (see Note 2), or equivalent; or (ii) a pass in two subjects at Advanced Level in the Hong Kong Advanced Level Examination and “Level 3”/ “Grade C” or above in three other subjects in the HKCEE (see Note 2 and 3); or equivalent;

and at least three years’ relevant experience in graphic or advertising design agency as full-time artist/ designer or similar experience (see Note 4);

and met the language proficiency requirements of “Level 2” (see Note 3) or above in Chinese Language and English Language in the HKDSEE or the HKCEE, or equivalent; and be able to communicate effectively in Chinese and English;

AND

(2) proficient in software applications including MS Word, Excel, PowerPoint, Adobe Photoshop, Adobe Illustrator; website/ graphics/ media design; and video editing software; AND

(3) knowledge of Adobe Flash, AutoCAD and other software applications in mobile applications; experience in the design, development and maintenance of mobile applications for both Android and iOS platforms; the experience in production of videos; creating and managing social media campaign are considered an advantage; AND

(4) it is preferable for prospective candidates to possess not less than one year of post-qualification work experience in social/ digital media in any of the housing-related government organisations or statutory bodies.

Applicants with more remarkable experience/ qualifications may be shortlisted for selection interview [Point (e) of the General Notes refers]. Shortlisted candidates may be required to produce a one-minute video and/or an information pack about any housing policy, submit the file(s) in a DVD and present them at the selection interview. 
Note: 1. “Attained with Distinction” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and “Grade C” in Other Language subjects in the HKDSEE are accepted as equivalent to “Level 3” in New Senior Secondary subjects in HKDSEE. “Attained” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and “Grade E” in Other Language subjects in the HKDSEE are accepted as equivalent to “Level 2” in the New Senior Secondary subjects in the HKDSEE.

2. The subjects may include Chinese Language and English Language.

3. “Grade C” and “Grade E” in Chinese Language and English Language (Syllabus B) in previous HKCEE are accepted administratively as comparable to “Level 3” and “Level 2” respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.

4. All qualifications and work experience required shall be obtained on or before the application deadline. Qualifications and work experience by a candidate obtained after the said application deadline will not be considered. 
Duties: 1. To assist in managing and running social media platforms on the housing portfolio, including but not limited to scheduling online posts and ensuring timely delivery of publicity messages; monitoring online discussions and netizens’ sentiments on housing-related topics and alerting the issues to the management as appropriate;
2. To assist in developing creative ideas (e.g. new concepts and content in photography and videography) for social media publicity in various formats (e.g. text, infographics, videos, animations, scripts, storyboards);
3. To take care of the post-production process (including but not limited to editing photos or videos with graphic or cinematic effects and interactive effects) for publication on a myriad of media platforms such as social media platforms, mobile apps and websites;
4. To be responsible for photo taking and video shooting including camera operation, lighting set-up and audio recording;
5. To assist in the production of a wide range of publicity materials; and
6. To assist in other office duties as instructed by the supervising officer(s). 
Terms of Appointment: Successful candidates will be employed on non-civil service contract terms for a period of one year. Renewal of contract will be subject to the service needs of Housing Bureau and the performance of the candidates. 
Fringe Benefits A gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance, equals 15% of the total basic salary drawn during the contract period. The benefits in respect of rest days, statutory holidays, annual leave, maternity leave or paternity leave, sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance and confirmed at the time of the offer of appointment. 
General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong Institutions/ Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail together with their applications forms to the postal address stated above.

The new version of application form for Government jobs G.F. 340 (Rev. 7/2023) has been in use with effect from 26 July 2023. Candidates should use the new G.F. 340 (Rev. 7/2023). If candidates submit the old version form [G.F. 340 (Rev. 3/2013)], they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request. If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.
